Informed by the (scaffolded) learning outcomes and the assessment strategy, this phase involves constructing the outlines of the learning program. Which learning units are to be offered, in what order? This phase of the educational design process is about logically clustering (scaffolded) learning outcomes and assessments in such a way that they represent meaningful (often inter- or multidisciplinary) units of learning. It also involves applying weighting to the different units, in terms of time allocation and importance.

The result of this phase is generally presented in the shape of a curriculum map, curriculum outline or curriculum blueprint.

N.B.: it is possible to go through this phase before the assessment design phase.
